What happened

Storage is past its limit and the grace (the lesser of 10% over or 7 days) has run out; uploads refuse until the owner deletes files, adds a storage pack or moves the app up a tier. Files already stored stay. No resetAt: the limit is on stored bytes, not time. (Counter usage is never refused or charged: past a monthly ceiling the owner is told once a month).
