What happened

The sign-in code email could not be sent (the email provider refused or failed the send, or could not be reached). The person’s earlier code, if they have one, still works; the code in any email from this try that does arrive won’t work. Retryable: show "Try again in a moment" and let the person ask again. The answer is the same for every address, and the try does not count toward the 3 per 15 minutes when the provider was down, busy or unreachable, or the time ran out before the email was handed over. A provider that takes the email but does not answer in time is not this error: the start answers 202, and the code works when the email arrives.
